The PAN member Enrique Vargas got creative in trying to explain the purchase of land from a deceased person, where he built his ranch of 3,762 square meters (about 40,494 square feet) in Huixquilucan. Enrique Vargas presented Rosa Rocío Nava Díaz as the owner of the property where he built his ranch in 2017, while he was the Mayor of Huixquilucan. However, Ms. Nava was not the owner; she was the legal representative of Elisa Arzaluz Gutiérrez, the true owner, who passed away in 1981.
The Civil Code of the State of Mexico states: “Any mandate ends with the death of the principal, so if there had been any power of attorney, it would have been extinguished, and no one could act on behalf of the deceased.”
