From 2016 to the present, the government of Huixquilucan has been alternated between PAN senator Enrique Vargas and his wife, Romina Contreras. During this period, the municipality has awarded contracts worth 82 million pesos (around 4.1 million dollars) to “phantom” companies, including allocations to nine companies linked to an invoicing scheme identified by the SAT (the equivalent of the IRS in Mexico). Payments made by the PAN-led government have covered a wide range of expenses, such as tributes to Juan Gabriel, boxing events, nativity plays, Christmas decorations, thousands of food packages and blankets, construction materials, and dog food.
